§ 17. Railroads.

The council is empowered to determine and designate the route and grade of any railroad to be laid in the city, and to restrain and regulate the speed of locomotives, engines and cars upon the railroads within the city, and to wholly exclude the same where the welfare of the city may demand, provided no contract be violated thereby.
