§ 25. Contagious, etc., diseases; quarantine grounds; hospitals; board of health; department of public welfare.

The council is empowered to secure the inhabitants of the city from contagious, infectious or other dangerous diseases; to establish quarantine ground; to provide and maintain hospitals; to compel the removal of patients to same; to appoint and organize a board of health or a department of public welfare; to define its duties, and grant to it the necessary authority to effectually discharge them.
