§ 40. Creation, abolition, etc., of departments, offices, etc.

The council may, by ordinance, abolish or change any existing office, department, board, commission or agency, except the school board and the sinking fund commission, and except such elective offices as are prescribed by this charter or by the general law, and may create any new office, department, board, commission or agency it may deem necessary, and may assign additional functions and duties to or reduce the functions and duties of any such office, department, board, commission or agency.
