§ 61. Adoption of budget; appropriation ordinance: tax levy.

At least thirty (30) days before the end of each fiscal year, the council shall adopt a budget for the ensuing fiscal year and pass an annual appropriation ordinance based on the budget so adopted and levy such tax for the ensuing fiscal year as in its discretion shall be necessary and sufficient to meet all just demands against the city, subject, however, to any provisions and limitations hereinbefore in this charter or by law imposed.
