§ 10. Powers generally.

All powers of the city and the determination of all matters of policy are vested in the council. Without limitation of the foregoing, the council shall have all the powers conferred by the constitution and general laws, and, in addition, the particular powers conferred in the following several numbered but untitled sections of this charter.
