§ 11. Control of fiscal and municipal affairs and city property; contracting debts and borrowing money.

  • The council is empowered to control and manage the fiscal and municipal affairs of the city, and all property, real and personal, belonging to the city, and, in the name and for the use of the city, to contract debts, borrow money and cause to be issued therefor notes, bonds or other evidences of debt in the manner prescribed by law and subject to all the restrictions and limitations imposed by the constitution and general laws of the State of Virginia, and to expend the money of the city for all lawful purposes, and to make such ordinances, orders and bylaws relating to any of the foregoing as it may deem proper and necessary.
