The council shall elect one (1) of its members to preside over its meetings, who shall
be ex officio mayor of the city for a term of two (2) years, and any vacancy in the
office shall be filled by election by the council for the unexpired term. The mayor
shall have the same powers and duties as other members of the council, with a vote,
but no veto. He shall be the official and ceremonial head of the city, but shall have
no jurisdiction or authority to hear, try or determine any judicial matters. The council
shall also elect one (1) of its members as vice mayor, who shall act as mayor during
the absence or disability of the mayor.
