§ 60. Preparation and submission of budget.

The city manager, at least sixty (60) days before the end of each fiscal year, shall prepare and submit to the council a balanced budget for the ensuing fiscal year, based upon detailed estimates furnished by the several officers of the city government and containing such data and information as may be directed by the council, by ordinance or otherwise.
